The Bingham County Emergency Operations Plan (EOP) is a set of guidelines and procedures to assist in the emergency response effort. It is to be used by those responsible for the safety and security of the citizens of Bingham County. The plan supersedes the Bingham County Emergency Operations plan dated March 2002. It parallels the National Response Plan (NRP) and incorporates guidance from the Federal Emergency Management Agency (FEMA) as well as lessons learned from disasters and emergencies that have threatened Bingham County The plan is in compliance with the National Incident Management System (NIMS), which is the Federal Governments system of ensuring a uniform method of typing resources and integrating multiple agencies, jurisdictions, and disciplines into a coordinated response and relief effort.

Major emergencies and disaster incidents are unique events that present the the community and emergency presonnel with extraordinary problems and challenges that cannot be adequately addressed within the routine operations of governments. Since disasters differ in important ways, and it is impossible to plan for every contingency, highly detailed operational procedures are avoided in the plan in favor of a streamlined all hazards preparedness approach.

All agencies and departments are responsible for developing and maintaining current interal plans and procedures for carrying out the assigned emergency functions described in the EOP. The coordination of these plans and procedures with the EOP is an ongoing process through regular training and exercises. Implementation of the EOP will require extensive cooperation and assistance as we implement our updated EOP.
